Vote for an event by placing all your voting cubes on a single event card. You may openly discuss your choices and use any methods of diplomacy to influence other players.
If you have any voting cubes remaining on event cards from province exploration, leave them on the card you are voting for, and return any cubes from other cards to the bank.
After the main voting round, you may additionally place your unused action cubes and experience cubes on the event card to change the outcome of the vote.
After voting, determine which event card received the most votes. If there is a tie, take one cube from each tied card, place them in the bag, and randomly draw one. The color of the drawn cube decides which event card is selected.
All players then resolve the selected event card in two stages:
per game component (religion token, map hex, technology card, player mat area, or unit). If an adversity targets a component that already has a black cube, ignore the new adversity.

Obtain each 
recurrent achievement for which you meet the conditions by placing your cube from the box on the corresponding card. You may acquire achievements of all 4 classes in a single round. However, you cannot acquire achievements of the same class from different cards: once you acquire an achievement of a particular class (color), you may only continue to acquire further achievements of that class from the same card for the rest of the game.
